Community Alternative Program (CAP)

Men facing a non-violent, non-sexual offense or currently under community supervision in Washington or Madison Counties.

Men currently in the Washington County jail awaiting trial.

Referrals must be submitted by a Washington or Madison County attorney, prosecutor, or supervision officer. 

Must have a non-violent non-sexual charge.

Eligible participants must commit to a 120-day residential placement as required by sentencing orders or probation conditions.

Must be willing to be actively involved in a substance abuse recovery program.

Commitment to securing and maintaining employment through program-supported job placement and transportation assistance. 

Must be vetted by the Washington County Sheriff's Office .

Individuals who are eligible and currently housed at the Washington County Detention Center will be identified and offered the opportunity to participate in this program while incarcerated. No admission inquiry is necessary.

The Process

The steps below explain how individuals are referred, reviewed, and considered for placement in the Community Alternative Program (CAP).

Referral

Referrals must be submitted by a Washington or Madison County defense attorney, prosecutor, probation/parole officer, or supervising authority. Once a referral is received, applicants move to the compatability interview process.

Compatability Interview
Determination 
Sentencing & Conditions

If all parties accept the determination, staff coordinate with the court, attorneys, and supervision authorities to establish placement dates and any required sentencing or supervision conditions.

Admission

If incarcerated, staff will attempt to conduct a virtual interview through the detention center. If in the community, staff will contact the applicant to schedule an in-person interview in Huntsville or a virtual interview via Zoom.

Following the interview, staff conduct a formal review to determine program eligibility. If approved the determination and next available bed date are provided directly to the referring attorney, prosecutor, or supervision officer.

Once an admission date is established, staff will coordinate arrival and transportation arrangements as needed.

 

If incarcerated, Returning Home staff will coordinate with detention center personnel to arrange transportation upon release. Individuals transported to another facility to satisfy additional obligations must remain on facility property and contact Returning Home if transportation has not been coordinated.

 

If entering from the community, staff will provide admission instructions, including the date, time, and transportation options if needed.

 

Participants may bring one suitcase of personal belongings, tobacco products, and a cell phone. Items containing alcohol are prohibited. Bedding and hygiene supplies are provided by the program.
